Fort Meade Garrison Commander Col. Edward Rothstein hosted the installation's first Facebook town hall Oct. 6 on the garrion's Facebook page. Below are initial questions and answers discussed during the 2.5 hour chat. Multiple questions and answers dealing with the same issue are not included below.

Editor's note: At the time of the town hall, the effective date to change Fort Meade's DoD decal policy was Nov. 1. The effective date is now Nov. 5.

AAFES


Richard Gehrlein
Q: The automatic car wash on post is barely a year old yet it seems to be closed at lest one or two days a week-today is the second day this week it has been closed --why does it go out of service so much ??

A: Thank you for inquiring about the car wash. The reason for being out of service on a frequent basis is the result of misuse and not following instructions. AAFES has manned the car wash in order to help with following the proper instructions in anticipation of reducing the amount of downtime.

Q: Are there plans for another gas station/ shoppette? The current one cannot handle the current and increasing load capacity. More food options on post are needed. The lines at the PX during lunch are ridiculous. It's like Ft Meade had no clue BRACKET was going to bring this many people.

A: Brian, there are plans to build a new gas station on Mapes across from 6th Armored Cav in 2012.

Amanda Hale Brown
Q: A former post commander (I think?) Closed down the second gas station...it has caused the current one to be overwhelmed. Are there any plans to open the old one back up to assist with the overflow?

A: Amanda, there are plans to open a new shoppette/gas station on Mapes Road near 6th Armored Cav Rd. Construction is tentatively scheduled to being in 2012.

Brandon Helms
Q: Sir, is there anyway to get more Navy items in the uniform shop such as patches and uniforms? It stinks having to go to Annapolis right now.

A:  Thank you for your interest in the Navy selection at the MCSS location. By updating the cross service agreement with the MCSS, this would allow for an additional selection. Completing this would involve an NCOIC to discuss with the MCSS manager. In addition, please let the MCSS management team know of any special request and they will do their best to get the merchandise rather than driving to Annapolis.

Q: I'd like to know why health and safety, or whichever inspection team handles it from the hospital, doesn't do a more thorough job dealing with the burger king on post?
I've done ICE complaints, spoken to the manager, etc and nothing changes. The place is filthy, poorly managed (and I use that term loosely) and is constantly out of something, somethings broken or other excuse for a poorly run ope...ration. We've been stationed here off and on over the last decade and have seen absolutely NO improvement at this facility.
I've lowered my expectations to non-existent for most of the AAFES facilities here and seldom use them but I'd like to be able to pop in for a burger and not get sick every time I leave there. I realize that Burger King has been a staple on Posts for decades but it seems that the oversight on the post has dwindled allowing a pitiable low expectation of the facility.
Can something be don? Or perhaps finally close the facility down and replace it?

A: Kimbrough Ambulatory Care Center routinely conducts food safety inspections of post establishments that sell food. AAFES strives to maintain good customer service. Please speak with Chris Holifield, the AAFES general manager, who works at the Main Exchange if you are not satisfied with the response at the restaurant.

Q: Sir,
Is there any way the PX and Commissary parking lot can be repaved? The temporary fills for the potholes are nice but only last so long. Most of the holes that were filled are now in disrepair again. This could be a problem for those walking and injure themselves by twisting or fracturing an ankle, etc. Or for those who are handicapped and have to park further away because the handicap spots are full. Thank you for your time.

A: Jilian - great question... unfortunately the cost of repaving the parking lots is extremely expensive therefore I'm having to go pothole by pothole -- not the best solution; however, it is where we are at. If there is a specific area and/or concern please call our DPW customer service at 301-677-9141.

Bagger program

Q: I WOULD LIKE FOR YOU TO LOOK INTO WHY THE RETIREE DEPENDANT'S CANNOT BAG AT THE COMMISSARY. i MEAN RETIREE CHILDREN THAT ARE OLD ENOUGH. THEY LET DEPENDANT WIVES BAG BUT ONLY ACTIVE DUTY CHILDREN CAN BAG NOW.

A: Otis - Retirees' family members are allowed to bag at the commissary with a waiver, however, right now the bagger program is suspended because there are about 500 baggers currently enrolled. As the numbers of baggers drop to about 250, the program will be reopened.

BOSS

Q: Fort Meade,
When was the last BOSS event? Unless my unit is failing to inform our Soldiers I believe it was a small bbq at the Freedom Center in April. I am not aware of any events for the rest of 2011. Are we going to finish the year with only one BOSS event? I know there are bimonthly meetings every month, but after attending one it seems to be just a lot of talk.

A: Justin - the last BOSS event was last Saturday. It was a fun trip to the Renaissance Festival. There is a new president who is currently working hard to rejuvenate the program. If you want more information about participating in BOSS events, visit the BOSS meetings held on the first and third Tuesdays monthly at 3 p.m. at the Freedom Center Barracks.

Bowling alley

Q: The last time I went to the bowling alley, I was told that that only active duty get a discount to bowl. This is a Military Post, why can’t we all get the discount? Retired or Active Duty, what difference does it make.

A: Joshua - I'm sorry for the delay in responding. As far as active-duty discounts, they are available to active-duty and their families as an affordable recreation opportunity, especially for our younger military members. We have weekly discounts available to all patrons during Thursday Dollar Days.

Bullying

Q: What is being done about the bullying that is going on, on base?

A: Waynie, on Thursday, Governor Martin O'Malley introduced a new Maryland anti-bullying program, "Stop Bullying, Speak Up." Please visit www.stopbullyingspeakup.com. Campground

Is it true that the post commander makes policy for the campground? If so, Why isn’t there an exception to the length of stay for active duty soldiers on the waiting list for on post housing?

A: Amy, the short answer is yes. Longer answer is that I’m aware of your family's issues because I just received your staffing action in my office today. I should be able to make a decision soon, but issues of availability at the camp ground could come into play. Please know that I am working the issue and hope to have an answer for you very soon.

Childcare

Q: Is there are reason why CDC (hourly,part day preschool, full day care) on post don't allow children to dress up for Halloween in their costumes? I was told there is a policy against it and I am curious why? Since it is a tradition celebrate throughout the US I find this very odd. Foremost I was wondering why the pledge of Allegiance is not a part of the CDC's morning routine like in every other school throughout the United States. It is part of the morning routine on other Army installation ( Schofield Barracks for an example) in their part day preschool and full day care program. I believe it is never to early to teach the respect to our country and flag. Thanks for your time responding.

A: Susi, Feelings about costume wearing varies from parent to parent. As a compromise, what we do is hold Spirit Week during the last week in October. Each day, there is a different theme (such as crazy hat day), which allows children to participate in fun activities and dress up all week. I'm glad to say that based on your second recommendation, we can incorporate the Pledge of Allegiance in the part day preschool program. We currently offer it in the Strong Beginnings program.

Commissary


Lorrie Short
Q: Is it possible for the commissary staff/baggers to park at the far end of the parking lot and leave the front spots for customers. At 8am while the lot is full of cars and I am thinking it is crowded inside, I usually find no one or very few people inside. Just a thought

A: Lorrie, the Commissary policy is to have all employees, contractors and volunteer baggers park in sections A and B in the far corner of the parking lot. If a customer lets us know that an employee isn’t following that policy, we can correct that issue. Thanks for asking! We will work to better enforce the policy.

Laura Prater

Q: What is going to be done to improve the quality of the produce at the commissary? It is very sad that so many go off post for produce because it is not up to par. ALSO what are the plans for lables to be done for families who get WIC? The Foodlion off post lables EVERYTHING that is WIC acceptable with labels and it is so easy to get, I know many families who go off post for WIC and the Commissary would get reimbursed for this so they are really loosing money.

A: Laura: Just within the last two weeks, the commissary has begun to order less produce more frequently so that the produce they have is as fresh as possible. The commissary receives produce every day. They tell me you should be seeing a difference in freshness. They also say they label all of their WIC approved products. Unfortunately, sometimes customers move the labels but the commissary goes back each week to ensure the labels are in the proper place. I hope this helps!

Q: The commissary does not carry many of the items or have very limited stock of the items offered on WIC checks. When so many military families qualify for WIC, they should make a point of carrying these items. When myself and others I know have inquired at the commissary on this, some of the answers we received were, "other people buy those products too," "getting those items would be special order... and we can't do that," or "you don't have to shop on base...you can buy them elsewhere (which many of these same families are single car families)." Prior to your time here, I know that it was brought up on Facebook and a group of people put in ICE comments...but nothing has really changed. Is there a way to get the commissary to carry more of the products offered on the WIC checks?

A: I agree. Budgets are tight and we’re all trying to save money. The commissary store director tells me, that if he knows specific items you would like to see on the shelves, he can check into each item and let you know within five days whether or not the item can be ordered through the DeCA system. There are forms in the commissary customer service desk or you can go on line at the DeCA site to make a list. I hope this helps.

Q: Struggling to find a package of just hamburger meat that was priced under $4.50. Hamburger meat ! After he asked if this was the only choice ground beef available he was told rather curd "that's all we have" I had to take a pic. with my camera to show to my husband. We are blessed that our budget is not as tight as it used to be when my children were smaller but my heart goes our to that young family. $4.50 is a tall order and as much as the newly renovated store is inviting the management team of the store has got to do better than that to our young limited income families. We are and should be better than that.

A: Petra, it is unfortunate the food costs are so high these days. What is of more concern is the attitude you say you experienced from the commissary employees. Next time, please ask for a manager and bring the issue to their attention.

Education

Q: My son attends Kindergarten at West Meade and i am very upset with the education he is receiving. Last year we lived in Kansas and he was sounding out letters and adding fruit, now he is learning colors and getting familiar with letters! is Maryland really that far behind Kansas? Can we have a DoD standard that follows us around so we don't have to put up with the local politics messing with our schools?

A: Ella, we are sorry you are having problems with your son's school. The schools are governed by Anne Arundel County Schools. Here at Fort Meade we have a school liaison who can work with you. Her number is 301-677-1227.

EFMP families

Q: EFMP families & the school district - While we have great support from the Army EFMP staff (Anita & Caroline are fabulous), there are problems with the school administrators. This is not just a AAC school district problem and to get somewhere we need more help than a reference to the SLO. It is apparent to me that some administrators know our families are 1 - temporary and 2 - have a lot on our ...plates already dealing with all the things that go into having a special needs kid so they attempt to steamroll and intimidate families into accepting minimal services, shoddy communication and generic IEPs. The only way this will change is if we as families are able to show our leadership knows there is an issue and want to help make it right. If we were permanent residents we could realistically get more involved in the local politics and try to work for change that way. But there is something wrong here and families need help they are not getting.

A: Jennifer - I appreciate the question and being a former Special Education teacher I understand the challenges that you have. I know you've been speaking with Sarah Bonise already and EFMP folks. Absolutely appreciate you wanting to be strong part of your child's education. As you are aware, there are avenues that parents can access such as PTA, Community Action Councils and AACPS and school leadership (I know your're not satisfied with this and will talk further with Sarah myself.)... Please don't stop pushing the effort and feel free to contact me or better yet Sarah 301-677-1227 to keep this moving.

Gaffney gym

Q: Good Afternoon sir. Is there a possiblility that there could be desiginated set of lockers at Gaffney for perm use, not just daily. There are about 100 lockers on the side that the pool in on and not sure on the other side. It would assist SM and civilians from lugging all of their shower gear every day. Thank you for your assistance.

A: Billie, on most days, during peak hours, we believe most of the lockers are being used. We will take a comprehensive look at locker use. It’s possible we could come up with a rental system for a small number of lockers -- great question and keep after it. more to follow.

Q: Just a Q: with all the emphasis on physical fitness and healthy life- style choices why are the operational hours in the gym so limited on the weekend? Opening only @ 9 am am and closing @ 5 might benefit the staff but not the Ft. Meade community as a whole. This is the only military installation that I've ever been on with such limited access to a fitness center. Thank you for your time

A: It’s been a couple of years since we’ve assessed the operating hours there, so we’re open to your suggestions.

Golf course

Q: I'm sure I'm not the only one who wants to ask - but what is the status of the golf course and the future golf course; for those of us used to enjoying the facilities - the outlook seems bleak

A: Deborah, current plans are to operate the golf course in its existing configuration as long as possible. In all likelihood, golf will be maintained though at least September 2012. We have re-engaged the enhanced use lease process in the hope that this may become a viable option for funding the construction of a new course.

Q: When are they planning on breaking ground for the new golf course? It would be a huge morale killer if they pass on the project. The full parking lots at the golf course will be forced to take their $$ outside of Meade.

Housing

Q: I would really like the community center gyms to open at 530am. I like to run and I can't safely run outside at that hour. It would really help!

A: Currently the keyfop works at 6 a.m. I do not see this being a difficult. I will work with Picerne to have the times adjusted.

Q: Sir, I apologize for my late entry. (Football practice) I live on Anderson Loop. Anderson Loop has at least fifty children. Our playground is very small. The playground is also used by the children on Colyer Loop. The playgound is made up of four swings, two of which are baby swings, a rope ladder leading to a wooden railed off area, and one green slide. The rope ladder is not safe for smal...l children. The railing around the slide has been broken several times. We have lived here for two years, the slide has been broken and repaired numberous times. When it rains, the slide is full of rain water. What are the steps we should follow to request a new playground and possibly a basketball court? Our kids are too young to walk to the Community Center. Thank you for your time.

A: Lisa, Picerne will make repairs on all items. Also, Picerne will consider your basketball court suggestion.

Q: Posted these and did not get a reply may I have one when u have time thank you: Will you be able to explain to me why my small area just near the housing office does not get trash service but everyone around us does. Two streets up the hill and they all get it. It is only a few streets that dont get trash service. with winter coming i just want to know. Plus with the amount of money they are getting for us living here I dont get it. I live on 91st Division Blvd, Fort Meade, MD

A: Melissa, thanks for your question! Some areas on post are provided the use of trash compactors and some have curbside pickup. It was a program decision that newly-constructed townhomes would be provided with trash collection stations for re...sident use. At this time, single family homes do still receive curbside pickup. Picerne Military Housing and Allied Waste Services work together to make the trash and recycling program convenient for residents.

Gates

Q: Sir,
Work call for most on Ft. Meade is 0730 to 0900. Why is the Llewellyn gate closed at 0800? Also, release is from 1500 to 1700 with some people leaving around 1800. Why is the gate closed at 1700?
I can understand if we are short Gate Guards, but during rush our traffic on 175 is jammed between 2 gates and it makes it a hassle to get on or off. Due to the traffic on 32 West this morning it to...ok me 45 minutes to drive 6 miles. When I get off the exit 175 is backed up and the traffic at the Mapes gate was insanity. In order to not be even more late I had to make the right at Dunkin Donuts and make a U-turn to come straight across.
Oh and before anyone says leave sooner, I left at 0800 this morning to drive exactly 14.4 miles.

A: Daniel - appreciate the question and am addressing the gates on a daily basis -- it ain't easy, but working through alternate ways to make the throughput of vehicles easier on and off post. Other considerations that I'm working through is to promote mass transit and carpooling on/off post. Appreciate the suggestions

Q: Sir, I received an email at work today talking about installations going away from having DOD decals on our cars. From what I understood it will be up to the base on whether or not the vehicles need to be registered. What can we expect at Fort Meade?

A: Deana, beginning Nov. 1, visitors to Fort Meade will only be required to show a Common Access Card or a military identification card to drive onto the installation. Department of Defense decals on privately owned vehicles will no longer be required.

The move comes as a result of a change in policy at the Department of the Army level which recommended that use of the decal system be eliminated. The new Army policy, first announced in late September, included an option which allowed local commanders to continue with the decal system if they chose to. Maj. Gen. Michael S. Linnington, commanding general of the Military District of Washington, decided to follow the Army recommendations to eliminate the policy for installations in the National Capital Region.

Drivers who qualify for decals who do not have one now can still register at the Fort Meade visitor control center on Reece Road and get decals until Oct. 31, 2011. After the Oct. 31 deadline decals will no longer be issued.

You don't have to remove the decals.

As in the past, drivers who do not have a CAC, a military ID card or retiree ID card can still obtain a daily pass by using the main gate located at Reece Road and MD Hwy 175. Visitors or contractors who require more frequent access must be sponsored by an individual or organization and registered at the Visitor Control Center for a gate access pass just as they have in the past.

Q: Is there a way to add additional gate guards to the Mapes Gate during peak hours, 0700-0900? Today traffic was blocking the intersection of mapes and 175. It is a very bad situation EVERY morning.

A: James, the Directorate of Emergency Services is limited in the number of guards available to operate Fort Meade's Access Control Points. We would have to pull guards from one busy gate to beef up another. Whenever possible, we do shift guards to specific gates in an effort to relieve traffic congestion at that area and supervisors routinely assist during peak hours. There are future planned intersection roadway improvements involving the State of Maryland, which when completed, will help relieve congestion at the gates.

Q: I would like to know if the Rochenbach gate can have extended hours on the weekend for those of us who live near this gate?

A: Terrenthia, unfortunately, the Directorate of Emergency Services simply does not have the manpower or funding to staff this gate for more hours than it currently does.

Q: i AGREE ABOUT THE GATES TOO. tHERE ARE THREE OR FOUR GUARDS ON DUTY BUT ONLY ONE LANE OPEN. cAN WE GET AT LEAST TWO LANES AND TWO GUARD ON EACH LANE DURING PEAK TRAFFIC HOURS

A: Otis, when guards are available and traffic is backing up, there should be two lanes open at the gate. This issue will be addressed with the guard supervisor. Please note that the guards do have additional duties that must be performed ins...ide the guard shacks so seeing them in there doesn't necessarily mean they are on break. Just last month, they confiscated 157 expired ID cards, turned 2,386 vehicles around, and took actions to have 599 vehicles sited for various offenses. Every action requires paperwork and coordination with the Military Police that pulls them off the lanes checking ID cards.

Q: is there a system in place for family members of DoD civilians that frequently visit the base besides having to go through the security check point

A: Shaheen - thanks for the question. Once someone receives a pass (and it can be extended for 30 days) that person can go through any gate. To get the extended pass -- the sponsor goes with the visitor to the Visitor Center.

Health care

Q: Sir, if I may - one more question this concerns Kimbrough. My husband is blind - there are many options for "touch" answers to the questions - like making an appointment any chance a "speak" option could be included in the call-in menu to accommodate visually impaired patients?

A: Thanks for bringing this to our attention. It’s not available now, but I think this is definitely worth a close look. I’ll bring to the Kimbrough command group to see what can be done.

Q: I would like to know why it is so difficult to get any type of appointment at the hospital. My kids needed physicals, and it took weeks to get them in. Part of the problem, it seems is that we now have to see our PCM for everything, even routine care.

A: From Kimbrough Ambulatory Care Center: We appreciate your comment and apologize for any inconveniences that you may have experienced. It is our goal to provide world class health care to our service members and their families. That doesn't mean that we always get it right. You may have noticed the increase of people coming to Meade and with that comes an increase in the demand of healthcare appointments. We are working hard to mitigate the wait time for appointments and hope to very soon see some relief for our beneficiaries. You are correct that you must see your PCM for all routine care as well as prior to receiving a referral to any specialist. This is standard practice for any managed care organization both government and civilian. We would hate to lose you Kimbrough Ambulatory Care Center. As mentioned, you do have the option to enroll in the Johns Hopkins's program. We encourage you to do your research, evaluate your options and do what works best for you and your family both now and in the long term.

Q: I have a question about procedures at Kimbrough. When we moved here many friends told me "don't go there, Johns Hopkins is better and you get better and faster care". Being former AMEDD, I like to support AMEDD, but I had a horrible 6 hour visit the other day. My daughter broke her collarbone at school, Kimbrough advice nurse said "we have no appts left, go to ER". ER said "see the ortho tomor...row". yet after 3 hours in a local ER, we still had to go through new xrays, and a 3 hour wait the following day before the PCM, who didn't even examine her, said "OK, you're clear to go to Ortho. Your daughter broke her collar bone". Then it was 3 more hours waiting in Ortho, lab and pharmacy (I had expected up to 3 hours). Why did the PCM have to clear her again? We've broken limbs in other posts at other clinics and never had to take that extra step with tricare prime. I'm disappointed with the care here so far, and that's sad for this former Army Nurse Corps officer to say.

A: Elizabeth - I'm sorry you had a bad experience, however the instructions you were given were correct. In any managed healthcare system a patient must first see their primary care manager prior to any specialty referral. High grass

Q: Is there anyway that the grass can be cut more often around the burba lake playgrounds....The grass always seems to be really high ( as if it only gets cut once every 2-3 weeks )

A: Carly, I appreciate the question and with all the recent rain it has been difficult. With that said, we are meeting next week with our on-post contractor to discuss the frequency of grass cutting.

High school gate

Q: Way late but... Why does the gate to the high school close before practices finish and football games are over? I live a block away from the high school but my son can't walk home from practice and Friday night got locked in because the gate was closed before the game ended.

A: Justin, the Directorate of Emergency Services does not have the manpower to staff this gate for more hours than it currently does. Col. Rothstein is meeting with the director of DES next week to discuss possible alternatives which may allow for more freedom of movement of pedestrians at the high school.

Q: Sir, I would like to make a small request in reference to the high school gate. During home games, would it be possible to have a guard at the gate until the game ends. I noticed children that live on the post jumping the fence after a recent game and most lived a short distance away. It seems ridiculous having parents drive off base to pick up their children and turn around and drive back on base to go home.

A: Latonia, I am meeting with the Director of Emergency Services next week to discuss this issue and others. We are looking at some options that will allow more freedom of movement of pedestrians at the high school. This issue has come up before and we’re going to take a close look at it.

Housing

Q: I have a parking problem. I live on a loop that has traffic go both ways. Fortunately I live in one of the houses that has parking in front of my house instead of to the side. However, people who live in the houses that have parking to the side feel like they can park in front of their houses. What the main problem is, is that across from my house is 4 other houses and we live where the road curves and now there are 6 or so cars out every night which completely blocks off the curve and it's very dangerous for drivers. We need assigned parking or parking tickets for those who park on the road. Someone is going to get hurt because of this.

A: We tried a designated parking program in two areas and so far it’s working. I know that Picerne is willing to look at other areas. Contact your neighborhood office, let them know you discussed this with me during the town hall and perhaps your area can be next on their list.

A: Melissa, thanks for your question! Some areas on post are provided the use of trash compactors and some have curbside pickup. It was a program decision that newly-constructed townhomes would be provided with trash collection stations for re...sident use. At this time, single family homes do still receive curbside pickup. Picerne Military Housing and Allied Waste Services work together to make the trash and recycling program convenient for residents.

ID card section

Q: I went into the ID card Building to change my ID card from active duty to retirement and the time stamp said 0737, I did not leave until 0927 for something that took 5 minutes. While waiting for two hours I notice how people would come and go. I understand the shortage of staff but the prioritizing of first come first serve may need to be fine tuned, why should I arrive at 0730 just to wait two hours?

A: Mr. Perp, we know that the wait times for ID cards are very long. We have managed to secure some additional staffing that should help us decrease wait times. The best plan is to go online and make an appointment and the policy to see appointment customers within five minutes of their allotted time.

A: Linda - I agree that this is completely unsat! To make it better I am working with partnership organizations to get some support -- I expect this to get better in the near future.

Infrastructure improvements

Q: What infrastructure improvements, if any, are planned now that we have DMA and DISA on the installation? Are there any plans to widen Mapes road and add sidewalks? If so, when can we expect to see this? Are there any plans for improvements/expansion of the current BX/BXtra or other AAFES facilities?

A: Erik - great question. There a are plenty of initiatives that are ongoing. I'm working with State Highway Administration directly regarding HWY 175; mass transit folks; and of course my internal staff for on post adjustments. Regarding the PX -- we are not just improving the facility -- we are working with DoD awaiting congressional approval for funding a new PX. Optomistic -- I'm looking at breaking ground next year.

Internet service provider selection in housing

Manor View landfill

Q: Sir, forgive me if this question has already been asked I'm just joining in. I'm a little concerned about the SoundOff! article I read concerning digging up the landfill behind Manor View. If people had to be moved out of their houses I don't see how it is safe to dig up the landfill with 5-11 years in a school building when the landfill is also on the school property.

A: Tammy, once they excavate the dump site at Manor View the area will be perfectly safe. The methane that is escaping from the site now is the danger. If we don’t dig it up, that danger will be with us for years to come. The methods the contr...actors plan to use will ensure safety for the neighborhoods and the school. I urge you to attend one of the public meetings we will announce soon to discuss the entire plan. I’m sure you’ll find that our plan is a good one. In addition, last week I had a discussion with Dr. Kevin Maxwell, Superintendent of Anne Arundel County Schools and the principal at Manor View to ensure they are aware of our plan.

A: Lisa - at this time there is no intent to relocate folks... however if there is an issue I will work the exception to policy -- contact your neighborhood office and/or RCI and we will work with you.

On post solicitation

Q: We've had solicitors come by our house at least 3 times in the last month selling newspapers telling us they are doing it on behalf of various organizations - when pressed, these organizations sound sketchy at best. They've told us they have a one day permit to solicit on post. Is this true? If there are passes for solicitation what can we do to stop this? It has always been my understanding that no solicitation can occur on post. Thanks!

Pedestrian walkway

A: Petra - Thank you, we are really glad you like the dog park. We are still working the issue of a pedestrian walkway from Mapes Road gate to Route 175. When funding becomes available we intend to build a sidewalk for safer pedestrian travel.

Q: Col...I have an issue with the pedestrian crosswalk on Rockenbach at MacArthur Middle School. When I'm exiting the base of a morning (0630-0700) timeframe, as the sunrise gets later, some pedestrians (I assume students walking to the high school) cross the street without using the provided walk signal/traffic light stop procedures. The area is dark and on two occasions I have noticed pedestrians in the crosswalk with barely enough time to safely stop. The new traffic barriers that have been installed on Rockenbach have street lights which illuminate that area well. Is there any chance of getting street lights at the pedestrian crosswalk to prevent a possible incident?

A: Thanks for the question. We will conduct a safety evaluation to determine if a crosswalk or additional signage is needed. We will also increase awareness with pedestrians and drivers.

Physical training

Q: Soldiers “running” PT. We all understand the troops have the right of way on roads such as Rock Ave, that we slow down to 10mph while passing them. But please remind them to use some common sense. Not long ago, we saw a “PTing” soldier run out in morning rush hour traffic on the corner of Cooper and Mapes, jump in front of a car in the process of making a left turn, and put his hand up to stop ...that car. Fortunately, the driver was able to slam on his brakes in time. We’ve also observed Soldiers in PT gear sprinting and/or meandering across the street at that intersection, and at the Cooper and Reece intersection up the street. If these actions are authorized (busy roads such as Mapes were clearly listed as PT “off limits” by past Post commanders), please change that policy. If they are going counter to regs, please get the word out to change that dangerous mentality. Thank you

We will include a safety reminder in his next senior enlisted leader update along with reminders in the Soundoff and Partnership luncheons. However, with that said -- I will address this directly with our leaders on post this week.

Q: Sir, from 0630 - 0730 PT is conducted. Why can't the two roads that run parallel with the Parade Field be closed for that one hour, not Mapes or Llewelyn? Forgive me for forgetting the names, but, there are a lot of units as well as different branches that conduct their runs around the Parade Field, so many personnel that some have to run on the street, at the same token, there are a lot of vehicles that pass through, I'm surprised no one has been struck as of yet. But, would it be a good idea to close these just for PT? I see it as a safety hazard.

A: Oscar - got it and understand... however with such a diverse population on post (95 organizations) and the neighborhoods set up the way they are -- it would be difficult to close the roads. More importantly for me is to ensure we are enforcing the rules -- speed limits and reflective belts. I'm pushing this one hard!

Roads

A: Jessica - We will look at that intersection to see what if anything can be done. As far as buses from the housing area to the PX and Commissary, we have looked into it but we are not allowed to use govt. funded shuttles. Through the spouses groups on post or your unit, you may be able to organize a carpool. I'm sorry there isn't more we can do help.

Safety concerns

Q: I live on Washington Ave. on base. We have three safety concerns on the street that have been reported for the last 3 years with little or no solution. 1) There is a sizeable hole, large enough for a child to fall or step into on the corner of Washington Ave. and Upton. They have put an orange fence around it that has been there for 6 months now with no repair and the area is still exposed to traffic. The orange fence doesn't even cover the gaping hole.  ‎2) There is a non active telephone wire coming out of a sewer and hung in a tree. Again, an orange fence, and not fixed. 3) A child fell into a sewer grate 2 years ago and the fire department had to come and free his leg. The grate was taken off and chicken wire has replaced it. This street is FULL of children, and these issues have been reported repeatedly. We are just asking that these things are properly repaired so our children do not get hurt. I invite you to drive down this street, all of these things are very visable. Thank you!

Scout building

A: Lorrie - I agree and this was discussed at the Community Council the other day. I'm taking this one on personally and want to find a better location for a long term solution -- no promise, but we're working it.

State vehicle registration

Q: Is there any way to help soldiers and their families register vehicles here in MD? We tried to register ours here in MD coming from our last duty station in GA and they wanted over $800 for one vehicle claiming we needed to pay MD sales tax even though we bought the cars in GA. In GA it only cost us $20 to register since we were military. We ended up going with our home of record WA which was a bit of a hassle but way cheaper.

A: Lisa - The laws for each state vary, but states usually allow active-duty military to keep their vehicles registered in the state of origin. Every state is different though and these benefits apply to vehicles with the active-duty service member’s name on them.

Speeding

Q: Speed enforcement in ALL neighborhoods. I live in Meuse and I am appalled at how fast people are driving down barkley to 79th Division and also along 29th Cav. This is dangerous to children walking to and from school. And I don't mean going 20-25. People are doing 30-40 down these roads. Is there a way to have speed enforcement detail that rotates areas?

A: Julie - you and me both! I am very concerned with speeding and have taken a personal approach with my military police to enforce the law. For your info --- our police are conducting close to 200 traffic stops on post -- most of them are for speeding. Not good enough, but we're getting there. thanks again.

Q: I called yesterday to the Fort Meade MP station and talked to some lady there. I live by MacArthur middle school off of 27th street My family and I moved here in May of this year and with all the traffic on the street going beyond the speed limit. If I remember correctly the speed limit is only 15 MPH . People fly down this street including buses!! Im not sure what can be resolve with this but something needs done before something bad happens. There are a lot of children playing on our court and for someone to run out on the street the buses, or cars would not have time to stop.

A: Fort Meade Police make approximately 180 traffic stops a week for speeding and other traffic violations across the installation. We attempt to focus our traffic enforcement efforts in areas that have been identified as having speeding problems. This area will be given increased emphasis and as time and resources permit, police patrols will be dispatched to this area to conduct speed enforcement operations.

A: Angelia - The Teen Center is available just across from Meade High School, offering teen clubs, programs and activities. We also have a portable skate park that is currently used at special events. There are plans to expand the existing skate park as CYSS gains additional staff.

Traffic

Q: Is there any way to get the traffic lights fixed on post? The light at Taylor ave and Mapes road causes a large backup when heading to NSA from Town Center. It doesn't help that the light changes when there are no cars on Taylor Ave.

A: Yes, the lights can be fixed. We will analyze the entire stop light network on the installation to ensure they are set properly for the traffic we have.

Q: Leaving EPA on Ernie Pyle at 5:30 or 6PM and trying to turn left onto Mapes to get to 175 has become nearly impossible. Can we get a turn arrow or delayed light, or should I just plan to exit via Reese Rd from now on?

A: Jennie - Thank you for your question. DPW has an intersection modification plan drafted that would alleviate some of the traffic congestion in that area. That plan is currently pending funding.

Q: Can someone PLEASE adjust the signal timing on Mapes at Taylor? For the past 1-2 months, it was changed, causing Mapes to back up at rush hour (even though there is almost no traffic on Taylor). In the afternoon, it typically takes 2 signal cycles (2 minutes each) to get through the Taylor intersection. I left 2 mesages with the Garrison Commander and one with the Engineer about this. None of them were returned.

A: Monica, we are working with the contractor to inspect the markings and then determine which ones need to be repainted. Our goal is to have this complete by winter.
